Talk to Jetpack Man AKA Jetpack. He tells you his Jetpack machine is broken and he needs Cream soda to fix it. Go inside the lighthouse and scroll over to the chest/barrel/boat and take the soda.
Follow the key!
Now go to the town
Click on the clerk then the 3 objects. The clerk will tell you he needs you to start the sale.
Put the table and objects in the circle.
